It could be right. In the fourth book, Dumbledore says that the Triwizard Tournament is a competition between the three largest schools of wizardry in Europe. So, that means that there is at least 3 schools in Europe, but there could be 500 for all we know. Also, one student, I think it was Malfoy, said that he could have gone to Durmstrang. So, students can go to any school, as long as it is a school of wizardry. Also, since we do not know how many schools of wizardry there are, or how many students are in each school, every wizard/witch could be at a school. Plus, there are also other continents that could have schools. Anyway, for all we know, it could be like every 1 in 10,000 people is a witch or wizard, so 280 could be perfectly reasonable.

Hey I found even more proof that 280 could be reasonable. In the fourth book, Ron mentions Bill had a penpal in Brazil, who was also a witch/wizard. Also, Barty Crouch says that organizing portkeys across 5 continents isn't easy, and I bet if there are wizards somewhere, there are schools of magic. Europe has schools, South America has schools(or at least Brazil does), Africa has schools (or at least wizards), Asia is so large I doubt it doesn't have schools, and North America is probably the fifth continent. There should be plenty of schools with that logic.
